Who to call
Your first call is always the On-Call Duty Manager. They decide severity and declare the incident. They alone hold authority to halt work across departments.
Severity Guide
Four levels. When in doubt, round UP. A P2 that becomes a P1 is recoverable; a P1 triaged as a P2 is not.
